What to do instead

Show up

Decisions are made in rooms, and most of the rooms are empty. Find the body that owns the decision. Go to its meeting. Be calm, and know the forum before you speak: what is on the agenda, what is actually being decided, when comment is taken, what the time limit is. Speak to the thing being decided, not to the mood.

Put it on the record

Every public body takes written comment, and a filed comment outlives the meeting. The shape: one topic. One requested action. One fact, with its source. Short. Records on this shelf have addresses and digests; they can be cited.

File a records request

Every state has a public records law, and the shape is the same everywhere. You do not need a reason, a form, a credential, or a lawyer. Name the record specifically. Ask in writing. Ask for electronic copies. Ask the cost before agreeing to pay. Expect an answer on the statutory clock, in days.
